Does a lender require flood insurance on a mortgaged home at 2727 Kirby?

It depends on where the parcel sits on the flood map. The Harris County Flood Control District says Congress requires federally regulated or insured lenders to demand flood insurance on mortgaged properties within the 100-year floodplain.

The Texas Department of Insurance states the rule in plainer terms. If your home is in a designated flood zone, your lender requires flood insurance. The department defines a flood zone as an area with a 1% chance of flooding in any given year.

Both rules turn on mapping, and mapping happens by parcel. The effective Flood Insurance Rate Map for the parcel is the one a lender reads. A building name or a street does not settle it, so ask the lender which map it used and which zone it found.

The district's mandate also has a scope. It binds federally regulated or insured lenders, and it reaches mortgaged property.

Congress has mandated that federally regulated or insured lenders require flood insurance on mortgaged properties that are located within the 100-year floodplain.

Does a lender require windstorm coverage on a home at 2727 Kirby?

Texas law does not require it. The Texas Department of Insurance says windstorm insurance isn't required by law in Texas. The same department says a lender will likely require windstorm coverage if you live near the coast and have a mortgage.

Home insurance has a firmer answer. The department's home insurance guide says the law doesn't require home insurance, but your lender will require it while you still owe money on the home.

Part of Harris County falls under the coastal rules. The department's home insurance guide warns that a home on the Texas coast or in Harris County on Galveston Bay might have a policy that does not cover wind and hail damage.

The Texas Windstorm Insurance Association draws its own line. The area the Commissioner of Insurance designates for its coverage currently includes all 14 first-tier coastal counties and parts of Harris County east of Highway 146. Ask your insurer to confirm which side of that line this address falls on.

In a condominium, the wind question also runs through the association's policy. Read what that policy says about wind and hail before you assume either answer.

How does a condominium tower change what gets insured at 2727 Kirby?

Every home here sits above the six-level garage and the amenity floor the architects describe. An owner's practical flood exposure therefore concentrates in parking, storage and building access rather than inside the residence.

Under the Texas Uniform Condominium Act, an association must carry property insurance on the insurable common elements. Where units have horizontal boundaries in the declaration, as in a stacked tower, that insurance must include the units. It need not cover improvements an owner installed.

So a lender's insurance requirement meets two policies here: the association's master policy and the owner's own. Ask for the association's property policy by name during the option period, with its exclusions and its deductible.

The resale certificate must state the insurance provided for the benefit of unit owners, which makes it a starting point. The policy itself answers what is covered.

When should flood coverage be bought on a 2727 Kirby purchase?

Early. The Texas Windstorm Insurance Association says a flood policy takes 30 days to go into effect after you purchase it.

That clock runs from the day you buy the policy, not from the contract date. Count backward from closing when you set the option period and the closing date.

The pace of sales here usually leaves room for it. As of October 2026 the median home took 40 days to go under contract, so the search tends to outlast the insurance paperwork.

Questions & answers

2727 Kirby questions, answered

Do I have to buy flood insurance at 2727 Kirby if I pay cash?

No federal mandate reaches you then. The Harris County Flood Control District says property owners who are mortgage-free are not required to buy flood insurance, even when the home sits in the 100-year floodplain. Owners whose homes lie outside that floodplain are not required to buy it either. The decision becomes yours, made beside the association's own policy.

The exemption follows the loan rather than the home. If you later borrow against the unit from a federally regulated or insured lender, the district's mandate applies again where the property lies in the 100-year floodplain. A refinance a few years after a cash purchase can therefore bring the question back. In the meantime, ask for the association's property policy along with the resale certificate. Compare what it carries with the finishes and improvements you plan to add inside the unit, then decide whether a policy of your own is worth its premium.

How much does a flood insurance policy cover on a home at 2727 Kirby?

The Texas Department of Insurance says a flood insurance policy will cover your home up to $250,000. Set that figure against the price of the home you are buying. At 2727 Kirby the median sale price stood at $1,300,000 as of October 2026, so the distance between the limit and the price is worth knowing before you sign.

The department's limit describes the policy on the home. What an owner in a tower needs from such a policy depends on what the association already insures, and on what the owner has added inside the unit. Ask your insurance agent how the association's coverage and your own fit together for the specific unit number. Then ask the lender whether its requirement is met by the association's coverage, by yours, or by both. Get each answer in writing while the option period is still running.

Can a Houston home outside the flood zone still flood?

Yes, and the published claims show it. The Texas Department of Insurance reports that, on average, 40% of National Flood Insurance Program claims occur outside the high-risk flood areas. The same department says more than half of the homes Hurricane Harvey flooded were outside designated flood zones. A map that requires no insurance describes the lender's rule, not the water.

The Harris County Flood Control District puts its own figure on Harvey. It reports that approximately 68%, or two thirds, of structural damages were reported outside the mapped 100-year floodplain. Those are countywide and statewide figures rather than a reading of any one building. For a buyer, the practical step is to price a policy even where no lender asks for one. A quote turns the question into a number you can weigh against the exposure you would otherwise carry yourself.

Is flood insurance cheaper for a home outside the 100-year floodplain?

Typically, yes. The Harris County Flood Control District says flood insurance premiums for structures outside the 100-year floodplain are typically cheaper than rates for homes and businesses inside it. Typically is the district's word, so the premium for one home comes from a quote rather than from the map alone. Ask for that quote before the option period ends.

A lower premium outside the floodplain comes paired with a requirement that does not apply there. The district says owners with a home outside the 100-year floodplain are not required to buy flood insurance. Whether to buy it anyway becomes a cost question with a number attached. Request a quote for the specific unit, read what the association's policy already carries, and weigh what is left. Keep the quote in the purchase file next to the lender's written answer on whether coverage is required.

Can I get a TWIA windstorm policy while a hurricane is in the Gulf?

No. The Texas Department of Insurance says you can't get a TWIA policy if there's a hurricane in the Gulf of Mexico. Where a home would need windstorm coverage through the Texas Windstorm Insurance Association, that rule makes the timing of the application part of the purchase plan. Settle eligibility and coverage well before the closing date.

Eligibility comes first. The Texas Windstorm Insurance Association says property must meet certain requirements established by the Texas Legislature to obtain or continue its windstorm and hail coverage. Location is one of those requirements. Ask your insurer early whether a 2727 Kirby address qualifies at all, and whether a private homeowners policy already carries wind and hail. Those two answers decide whether the hurricane rule ever touches your closing.

Does a TWIA windstorm policy also require flood insurance?

For some properties, yes. The Texas Windstorm Insurance Association says some properties must also be covered by flood insurance to be eligible for its windstorm coverage. TWIA does not provide flood insurance itself, so that policy comes from somewhere else. The association also strongly recommends that all of its policyholders buy flood insurance, whether or not their property must.

Ask your insurer whether the property falls under that condition before you apply for windstorm coverage. If it does, the flood policy becomes part of the windstorm plan rather than a separate decision. Line the two policies up against the closing date with your insurance agent, and keep the lender informed of both. A buyer who learns of the condition late can find two applications competing for the same few weeks.
